SAFE AND DRUG FREE SCHOOLS PROGRAM

QUALIFICATIONS:
1. Masters Degree
2. Valid Texas Teaching Certificate
3. Counselor’s Certificate preferred
4. Experience in working in school emergency management
5. Experience in working with Safe & Drug Free Programs
6. Such alternatives to the above qualifications as the Board of Trustees
may find appropriate.

JOB GOAL:
Positively plan, develop, coordinate,
implement, and evaluate the district-wide emergency and safe & drug free
schools programs.
TERMS OF EMPLOYMENT: Administrative/Professional Pay Grade 3, 214 days Wage/Hour Status: Exempt
MAJOR RESPONSIBILITIES AND DUTIES

Researches current practices in school emergency management. |
|

Proposes district emergency management policies subject to approval by superintendent and adoption by the school board. |
|
3. |
Writes and updates annually the District Emergency Operations Plan as per federal mandates. |
|
4. |
Facilitates meeting of the District Emergency Operations Committee. |
|
5. |
Insures that district safety/security audits are conducted every three years as mandated by the federal government. |
|
6. |
Updates the District Emergency Response Booklets, which are distributed to every district employee, on a bi-annual basis. |
|
7. |
Trains new administrators and counselors in the area of emergency response each year. |
|
8. |
Reports district emergency needs to the East Texas Council of Governments for the purpose of obtaining funding for the district needs if possible. |
|
9. |
Composes and/or facilitates all table top, functional, and full-scale |
|
10. |
Orients new to the district teachers and all substitutes as to our
basic |
|
11. |
Trains all campus trauma response teams, at least bi-annually, in the area of emergency response. |
|
12. |
Trains bus drivers, cafeteria workers and maintenance personnel in |
|
13. |
Assists in the selection of a district emergency response team. |
|
14. |
Composes and sends out on a quarterly basis outlines for each campus response team to follow in dealing with specifics in the area of emergency response on their campus. |
|
15. |
Actively seeks federal/state funding and grants to support district needs. |
|
16. |
Builds relationships on an ongoing basis with staff involved with city, |
|
17. |
Facilitates meetings between city emergency management personnel, |
|
18. |
Facilitates/directs emergency response to crises in coordination with communications department and Tyler ISD police department. |
|
19. |
Participates in city and county emergency exercises so that the schools will be aware of what they are doing and will be included in the planning. |
|
20. |
Helps facilitate the formation of a consortium composed of Tyler ISD and other districts within the surrounding area in the field of emergency management to improve funding options. |
|
21. |
Facilitates the training of student leaders in emergency management. |
|
22. |
Compiles, maintains and files all physical and computerized reports, records and other documents required. |
|
23. |
Conducts meetings with parents when needed to address questions/concerns that arise out of district response to an emergency. |
|
24. |
Supports Tyler ISD Office of Communications with emergency communication responses. |
|
25. |
Facilitates the dissemination of proactive information regarding the safety of our students and staff by means of our website and the local media. |
|
26. |
Conducts proactive meetings with students in the area of violence and substance abuse prevention. |
|
27. |
Coordinates staff development and meetings for all counselors in the areas of grief and trauma response, character education and guidance activities, safe and drug free school activities, and emergency response. |
|
28. |
Facilitates the district School Health Advisory Committee (SHAC) |
|
29. |
Coordinates the Safe and Drug Free (Title IV) grant. |
|
30. |
Serves as liaison between the campus and district leadership team with concerns regarding emergency management. |

31. |
Keeps informed about new state and federal guidelines concerning school emergency management. |
| 32. | Improves leadership skills through self-initiated professional development activities. |
| 33. | Uses information provided through the District appraisal process to improve performance. |
| 34. | Performs duties in a professional, ethical and responsible manner as defined in the TEA Code of Ethics for Educators. |
| 35. | Performs other tasks and assumes such responsibilities as related to the position and as assigned. |

KNOWLEDGE, SKILLS AND ABILITIES:
Comprehensive knowledge of the plans and functions of emergency management at the local, state, and federal levels. Comprehensive knowledge of the principles and practices of public administration and office management.
Comprehensive knowledge of state and local governmental organization, operation, and resources.
Ability to assemble, correlate, and analyze facts related to emergency management.
Ability to prepare technical reports.
Ability to communicate effectively and present information to professionals, other interested groups, and/or individuals.
Ability to comprehend, interpret, and apply regulations, procedures, and related emergency management information.
Ability to consult and provide technical assistance.
Ability to establish and maintain effective working relationships with associates, staff, public officials, civic and community groups,
and the general public.
